If neither 1 or 2 work then we need more information: In the properties dialog select the Compatibility tab and turn on the Run this program as an administrator option and OK the dialog. If only option 1 works then you can make the Run as Administrator a permanent option in the shortcut - right click the shortcut and select Properties. If both options 1 and 2 work then add an exception for the program to your antivirus program Folder/Ransomware protection feature - how you do this will depend on the antivirus software. try disabling your antivirus Folder/Ransomware protection feature is blocking the program and run the program normally.
Right click the program shortcut and select Run as Administrator.
